The play area by my house looks horrible! The mulch they use is nearly a foot below the fill line (which is a huge liability), there are weeds growing all over the play area, graffiti on the jungle gym and we found a big smear of blood where someone had fallen down. Would I just call the neighborhood office or do I contact someone else? 

If it is within the housing areas, then it is housing. Just give a quick call. 

Figured, just making sure. I've called them before about the mulch and the girl acted like I was speaking a foreign language. The blood thing, though, needs to be fixed. Yuck. 

An ICE card filled out at riley.army.mil (Left margin almost at bottom) would get their attention with mandated oversite

I was at the little kids one by the neighborhood center last night and there was graffiti. My son has learned his letters and spelled a few of them out loud "B-I-T-C-H-W-A-S-H-E-R-E" among one of them and he asked me what it said:( I also saw two teenage boys with a sharpee writing on the big kid playground, but they left as soon as they noticed I was watching and I did not call it in. 

Someone wrote B****, A**HOLE, and F*** YOU on the side of the bridge to Seitz too, and spray painted Summer '13 on the bridge walkway. For the love of God someone beat some respect into these children.
